MANAGER V - AIRPORT CONTROLLER
Under general direction, this position reports to and assists the Chief Financial Officer in coordinating and administering the financial business activities of the Airport. This position is responsible for managing the fiscal, purchasing, and accounting operations of the Airport, including accounts payable, accounts receivable, debt service, grants and passenger facility charges (PFCs). The Airport Controller also serves as the Finance and Administration Chief in the Emergency Operation Center. The essential functions of this position include: Administers and coordinates short- and long-term financial activities of the Airport including financial planning, analysis, and accounting services. Develops financial policies including implementation of government mandated financial requirements working with the Controller’s Office, outside independent auditors, Federal Aviation Administration, Department of Transportation, Transportation Security Administration, Department of Homeland Security, Government Accountability Office and Office of Inspector General. Manages the design, development, and maintenance of the Airport financial accounting systems in accordance with the Airline/Airport Lease and Use Agreement, Generally Accepted Accounting Principles (GAAP), the City, federal and state standards. Manages the preparation of quarterly and annual financial statements, forecasts for the fiscal year and accompanying analysis. Ensures compliance with debt coverage and other bond covenants. Oversees the production and distribution of required reports to management, City, state, and federal agencies, and interested parties. Plans and implements fiscal activities related to debt administration including the Airport’s Commercial Paper Program, the Airport Revenue Bonds, Airport Notes, Tender Programs, Interest Rate Swaps and Variable Rate Debt. Manages and coordinates the fiscal year end closing and the Controller's Office Post Audit of FAMIS transactions. Coordinates audits of Airport tenant airlines, concessionaires and vendors, and other audits, as required. Plans, monitors, evaluates, and supervises the operation of the Airport Accounting office; analyzes workloads and establishes standards of performance of subordinate staff, develops training methods to ensure that policies and procedures operate as intended, and coaches subordinates to improve performance. Assists in the development of and implementation of financial and accounting policies and develops procedures, including but not limited to local, state, and federal government regulations, rulings, and Airport procedures to ensure that the Airport complies with legal and fiscal provisions governing revenue and expenditures. Implements new Governmental Accounting Standards Board (GASB) pronouncements. Develops long term and short-term operational plans including paperless billing, collection, and reporting systems. Prepares the annual budget for Accounting; determines personnel requirements for Accounting; and directs and monitors expenditures in accordance with the budget. Maintains contact with the Mayor’s Office, Controller’s Office, Board of Supervisors, other city departments, the general public and other Airport organizations regarding fiscal and accounting issues that affect the Airport. MANAGER VI - DIRECTOR, FINANCIAL PLANNING & ANALYSIS
The Director of Financial Planning & Analysis is responsible for planning, directing, and overseeing the day-to-day operations of the Airport’s Financial Planning & Analysis section including Rates & Charges, Revenue Budgeting, Revenue Forecasting and Tracking, Financial and Economic Reporting, Air Traffic Forecasting, Financial Modeling and Analysis and Data Collection Systems. This position administers the development of the Airport’s Five-Year Rate Model that includes expenditures estimates, non-airline revenue estimates, and forecasted enplanements. This position will also participate in Airport-wide strategic initiatives teams and working groups.The essential functions of this position include: Leadership:Serves as a strategic leader and collaborative member of the management team. Plans, develops, and implements section policies and procedures; and provides recommendations to the Managing Director of Finance and other senior management on a wide range of financial matters. Supervision:Directs staff in the development of the Airport’s rates, fees, and charges; manages staff responsible for various detailed financial, economic and statistical analyses, forecasts and reports, revenue projections, cost recovery analyses, air traffic analyses and multi-year projections; manages the completion of internal and external surveys of airport activity and assets; administers, monitors and implements activity reporting and billing systems to ensure accurate data of air traffic statistics and concession activity and revenues; and manages the completion of internal and external surveys of airport activity and assets. The General Counsel leads the Division currently comprised of 17 attorneys and 13 support staff members. Attorneys in the Division handle a wide variety of litigation and transactional matters. This representation includes litigation and advice concerning contract and lease disputes, condemnation, employment-sworn and non-sworn, environmental, insurance, land use, noise, nuisance, personal injury, landlord-tenant disputes, First Amendment rights, and regulatory (FAA) matters. The attorneys also assist LAWA in negotiating and drafting numerous documents, including leases, licenses, permits, construction contracts, and concession agreements. The attorneys also provide general legal advice to the Board and various levels of LAWA management. Applicants should have at least ten years of legal experience in addition to other desired qualifications.
