AVIATION REAL ESTATE DEVELOPMENT MANAGER
The City of Phoenix Aviation Department is seeking management level professionals that will enjoy the high-energy, fast-paced environment of Phoenix Sky Harbor International Airport. The Real Estate Development Manager oversees the Real Estate Development and Compliance teams in the Business & Properties Division. The Business & Properties Division is responsible for overseeing, managing, and optimizing the Aviation Department’s revenue producing assets. The Real Estate Development team is responsible for developing, recommending, and implementing complex lease agreements with a variety of stakeholders. The Compliance team is responsible for monitoring and enforcing compliance with real property leases and revenue and services contracts, to include insurance, bonds, rental rate adjustments, and other terms and conditions. This position will oversee a staff of six. This position will be responsible for leading development and compliance efforts of Aviation assets ensuring the teams meet Key Performance Indicators and optimizing the Division’s Profit and Loss position. The position will oversee negotiation of agreements, including long term ground leases, facility leases, and license agreements with corporate customers, small independent companies, and individuals, and monitoring compliance and enforcement of such agreements. The position will also oversee day-to-day property management activities at all three Phoenix-owned airports, including terminal, cargo, other airport facility, and off-airport properties. Further, the position will develop and manage the Section’s annual operational and capital improvement budgets. The position will also draft and deliver reports and presentations to a variety of audiences including airport executives, Phoenix City Council, the public, and stakeholders. Key areas of responsibility include developing and managing business relationships with tenants and partners, driving development that fits within the Department’s long-term land use plans, negotiating leases and agreements with a wide variety of stakeholders, and ensuring the Department meets grant assurances and other obligations in land acquisitions, dispositions, and lease agreements. This position will also be responsible for coordinating with multiple divisions including Financial Management, Planning, Operations, Facilities, Audit, Design & Construction, and Legal, to implement Department-wide business strategies, and may assist the other Business & Properties Superintendents with a variety of Concessions, Airlines, and Parking projects. This is a professional position requiring interpersonal skills, business writing skills, critical thinking, financial and statistical data interpretation, and real estate/airport property contract leasing negotiation experience. The selected candidate will be required to function in a fast-paced airport business environment, handling a variety of projects concurrently with a high degree of tenant interaction and to make sound business decisions that are in the best interest of the Aviation Department.
